დემოკრატია არა მხოლოდ არჩეული წარმომადგენლების არსებობას გულისხმობს, არამედ აქტიური და პოლიტიკაში ჩართული მოქალაქეების არსებობასაც. ხალხის მონაწილეობა ხელისუფლების განხორციელებაში არის დემოკრატიის ძირითადი არსი, საფუძველი და მიზანი.
წარმოდგენილი სტატია აანალიზებს საქართველოს ადგილობრივი თვითმმართველობის განხორციელებაში მოქალაქეთა მონაწილეობის გარემოს და პრაქტიკას. სტატიაში საუბარია აღნიშნულ სფეროში საქართველოში არსებულ გამოწვევებზე, მათ მიზეზებზე და გადაწყვეტის გზებზე.
