ელექტროენერგიის ქართული ბაზრის სტრუქტურის ძირეულმა ცვლილებამ და თვისებრივად ახალ მოდელზე გადასვლამ აუცილებელი გახადა ელექტროენერგეტიკის სექტორის ახლებური მოწესრიგების სწორი აღქმა და ჯეროვანი გამოყენება. თავის მხრივ, აღნიშნული მოდელი კონკურენტული ბაზრის ჩამოყალიბების ხელშეწყობის მიზნით დაინერგა. ახალმა კანონმა შექმნა შესაძლებლობა, ელექტროენერგიით ვაჭრობა განხორციელებულიყო როგორც ორგანიზებულ (დღით ადრე და დღიურ) ბაზრებზე, ისე გრძელვადიანი ორმხრივი ხელშეკრულებების საფუძველზე. ბაზარზე ახალი მოთამაშეები გამოჩნდნენ. ამავდროულად, ბაზრის მონაწილეთათვის პასუხისმგებლობის მკაცრი ზომები დადგინდა. ელექტროენერგიის ქართული ბაზრის ახალი მოდელის ჩამოყალიბება საქართველოს მიერ ევროკავშირთან ასოცირების შესახებ შეთანხმების დადებას და შემდგომ − ენერგეტიკული გაერთიანების დამფუძნებელ ხელშეკრულებასთან შეერთებას უკავშირდება. ამდენად, განახლებული ქართული ენერგეტიკული კანონმდებლობის განხორციელების მექანიზმები სწორედ ევროპულ კანონმდებლობაში უნდა ვეძებოთ.
