სტატია მიმოიხილავს საქართველოს კონსტიტუციით გარანტირებული სამართლიანი ადმინისტრაციული წარმოების უფლების შინაარსის განმარტებისათვის მნიშვნელოვან საერთაშორისო სტანდარტებს. აღნიშნული ღირებულია ერთის მხრივ უფლების კონსტიტუციური სტანდარტის დადგენისათვის, ასევე არსებითია ადმინისტრაციული სამართლის ფარგლებში ადმინისტრაციული წარმოების უკვე კარგად ჩამოყალიბებული სტანდარტების მიმართ ზეგავლენის მასშტაბის განსაზღვრისათვის.
კვლევაში გაზიარებულია მოსაზრება, რომ ეტაპობრივად განვითარებული თანამედროვე კარგი მმართველობის პრინციპები მოიაზრებს კარგი მმართველობის უფლებას, რაც საქართველოს კონსტიტუციით დაცულ სამართლიანი ადმინისტრაციული წარმოების უფლებასაც მიემართება. იმის გათვალისწინებით, რომ საქართველო ევროპული სამართლის სისტემის ოჯახს მიეკუთვნება, საერთაშორისო სტანდარტებზე მსჯელობისას განხილულია ადამიანის უფლებათა ევროპული სასამართლოს პრაქტიკა, ასევე ევროპის საბჭოს მინისტრთა კომიტეტის გადაწყვეტილებები. სტატიაში ასევე მიმოხილულია კვლევის დროისთვის საქართველოს საკონსტიტუციო სასამართლოს პრაქტიკა სამართლიანი ადმინისტრაციული წარმოების უფლებასთან დაკავშირებით.
დასკვნის სახით კი წარმოდგენილია ის ელემენტები, რაც ადამიანის უფლებათა ევროპული სასამართლოს პრაქტიკით კარგი მმართველობის უფლების შინაარსს განსაზღვრავს, მათ შორის, გადაწყვეტილებების მიღება: გონივრულ ვადებში, გარემოებების სრულყოფილად გამოკვლევის შემდეგ და სათანადო დასაბუთებით, დაინტერესებული პირების კანონიერი ნდობის დაცვა, საჯარო ინტერესებსა და კერძო ინტერესებს შორის ბალანსის დაცვა, პროცედურების გაწერა ცხადად და მკაფიოდ და ა.შ.
