Problems with the Separation of Disciplinary Proceedings and Administrative Proceedings Related to Whistleblower Application

Abstract

The norms regulating whistleblowing have been in Georgia since 2009[1] which have gone through numerous amendments. Nevertheless, its implementation still experiences some practical challenges. The main difficulty is the separation of administrative proceedings related to the disciplinary procedure and the whistleblower application. Procedural ambiguity establishes a sporadic administrative practice, which negatively affects the functioning and the execution of public administration, in general.
