Regulating Artificial Intelligence: Political and Legal Dimensions of the U.S AI Action Plan and The EU Act

This study comparatively analyzes the United States’ America’s AI Action Plan (2025) and the European Union’s AI Act (Regulation (EU) 2024/1689) as two distinct models of artificial intelligence governance. Using comparative public policy, legal, and discursive analysis, the research examines their ideological foundations, regulatory instruments, and global implications. The findings show that the U.S. promotes an innovation-centric, market-oriented framework focused on competitiveness and technological leadership, while the EU advances a rights-based, preventive model grounded in risk classification and human rights protection. These divergent approaches contribute to regulatory fragmentation and shape the evolving architecture of global AI governance.
