Artificial Intelligence as a Double Edged Tool: The Impact on Human Rights in Conflict and Security

This paper examines the complex use of Artificial Intelligence (AI) as a double edged instrument in the context of conflict and security, analyzing its impact on human rights. While AI has demonstrated extraordinary potential to improve the efficiency of humanitarian operations, to identify human rights violations, and to support strategic decision-making, its use also inevitably raises serious ethical and legal concerns.
Through the analysis of the cases of Ukraine and China, the dual nature of AI becomes clearly evident. In Ukraine, the technology is used for the protection of civilians and the documentation of human rights violations, whereas in China it is applied for mass surveillance and the restriction of individual freedoms. Undoubtedly, this paper highlights the undeniable need for the establishment of accountable mechanisms, ethical standards, and monitoring policies in order to reduce risks and enhance benefits.
A study addressing this topic contributes to the academic literature by bridging theoretical perspectives with practical realities, examining legal and ethical challenges, and offering recommendations for the fair and human-centered use of AI in the contexts of global conflict and security.
