The Diversity of Forms of Housing Policy Implementation in the Context of Rent to Buy and Their Impact on the Polish Legal Order

The article analyzes the influence of the British rent to buy (Right to Buy) on the shape of the diverse forms of implementation of housing policy in Poland. The starting point is the genesis of British housing policy after the Second World War, including the evolution of regulations enabling tenants to purchase council housing, from limited solutions provided for in interwar legislation to the extensive reforms of the 1970s and 1980s implemented during the government of Margaret Thatcher. The author indicates that solutions inspired by the British model, including the system of discounts and buyouts, contributed in Poland to a permanent reduction of municipal housing
