ადმინისტრაციული ორგანოს საჯარო უფლებამოსილების განხორციელება შესაძლებელია იწვევდეს პირის უფლების შეზღუდვას/გაუარესებას. განსაკუთრებით მტკივნეულია ეს საკითხი მაშინ, როცა დაინტერესებული პირის მიმართ არსებობს ადმინისტრაციული ორგანოს მიერ წინასწარ გაცხადებული ნება, სასურველი სამართლებრივი შედეგის დადგომის შესახებ. ადმინისტრაციული კანონმდებლობა იცავს დაინტერესებული პირის კანონიერ მოლოდინს. სტატიაში განხილულია კანონიერი ნდობა, რომლის საფუძველიც შეიძლება გახდეს ადმინისტრაციული ორგანოს დაპირება.
