დეცენტრალიზაციის დილემა (ძირითადი კონცეფციები, პრაქტიკა და საქართველოს რეალობა)

დეცენტრალიზაციის კონცეფციის თაობაზე მსჯელობა დღემდე არ წყდება. დეცენტრალიზაციის პროცესი კი მსოფლიო ტენდენციად იქცა. მიუხედავად ამისა, დეცენტრალიზაციის შედეგები არაერთგვაროვანია და წარმატებულ შემთხვევებთან ერთად, ბევრი წარუმატებელი მაგალითიც დაგროვდა. წარმოდგენილი სტატია აანალიზებს დეცენტრალიზაციის ძირითად კონცეფციას, მის დადებით და უარყოფით მხარეებს, აგრეთვე, განიხილავს დეცენტრალიზაციის რეფორმის გამოწვევებსა და შედეგებს.
საქართველოში დეცენტრალიზაციის რეფორმა ყველა ხელისუფლების რეფორმების დღისწესრიგში აღმოჩნდა, თუმცა ქვეყნის დეცენტრალიზაციის ხარისხი კვლავ სუსტია. დღესაც დეცენტრალიზაციის რეფორმის საჭიროება პოლიტიკური და საზოგადოებრივი წრეების აქტიური განხილვის საგანია, მაგრამ წარსული გამოცდილების გათვალისწინებით, რეფორმის წარმატების ნაკლებად თუ სჯერა ვინმეს. ნაშრომი აანალიზებს, თუ რა შეიძლება იყოს ამ სკეპტიციზმის ძირითადი მიზეზები და რა უნდა ვისწავლოთ წარსული გამოცდილებიდან, რომ მორიგი დეცენტრალიზაციის რეფორმა უკვე კარგად ნაცნობი შედეგით, ანუ „არაფრით“ არ დამთავრდეს.
