ჯანდაცვის მსოფლიო ორგანიზაციის (ჯანმო) „ჩარჩო-კონვენცია თამბაქოს კონტროლის შესახებ“ არის ჯანმოს მიერ შემუშავებული ჯანმრთელობის პრობლემის მოგავრებაზე მიმართული ზოგადი მარეგულირებელი საერთაშორისო დოკუმენტი, რომელიც საჭიროებს ეროვნულ კანონმდებლობაში დანერგვას.
სტატიაში განხილულია თამბაქოს მოხმარების გლობალული პრობლემა, რომელმაც განაპირობა ასეთი დოკუმენტის შექმნა და საერთაშორისო დონეზე მისი დარეგულირების აუცილებლობა. შემდგომ აღწერილია კონვენციის შექმნის პროცესი და მასში საქართველოს მონაწილეობის საკითხი. გაანალიზებულია კონვენციის სამართლებრივი ბუნება და მისი დანერგვის საერთაშორისო და ადგილობრივი ნორმები, ასევე ის პრობლემები რამაც ხელი შეუშალა კონვენციის ამა თუ იმ კონკრეტული ვალდებულების დანერგვას, როგორც სუფთა სამართლებრივი, ასევე პოლიტიკური თვალსაზრისითაც. სტატია პირველი მცდელობაა აღწეროს ზემოაღნიშნული კონვენცია და მასზე მიერთებისა და დანერგვის საკითხები საქართველოში.
