პოლიტიკურ პარტიათა დაფინანსების სამართლებრივი რეგულირების თავისებურებები საზღვარგარეთის ქვეყნებში (შედარებითსამართლებრივი ასპექტები)

პოლიტიკური პარტიები თანამედროვე პოლიტიკური ცხოვრების მნიშვნელოვანი და შეუცვლელი სუბიექტები არიან, რომლებიც არსებით როლს ასრულებენ დემოკრატიული პოლიტიკური სისტემის ფუნქციონირებაში. პოლიტიკურ პროცესებში პოლიტიკური პარტიების როლის ზრდამ ახალი გამოწვევების წინაშე დააყენა მსგავსი გაერთიანებები, უბიძგა მათ სისტემატიურად იფიქრონ ინსტიტუციურ გაძლიერებასა და სრულყოფაზე, გამოიმუშაონ ქმედითი მექანიზმები იმ მრავალმხრივი გამოწვევების დასაძლევად, რომლებიც დაკავშირებულია როგორც რთული და მრავალმხრივი საარჩევნო კამპანიის წარმოებასთან, ისე პოლიტიკური ცხოვრების სხვა ასპექტებში მათ მონაწილეობასთან.
პოლიტიკური პარტიების გაზრდილი როლი თავის მხრივ, არსებით გავლენას ახდენს პარტიათა ფინანსური უზრუნველყოფის საკითხებზე, პარტიათა წინაშე მდგარი ახალი ფუნქციები და ამოცანები ახალ და დამატებით ფინანსურ რესურსებს მოითხოვს პარტიათა ქმედუნარიანობისა და მათი მდგრადობის უზრუნველსაყოფად. პოლიტიკურ პარტიათა დაფინანსებასთან დაკავშირებული სპეციფიკა, ასევე აღნიშნულ პროცესში ჯანსაღი კონკურენციის, სამართლიანობისა და გამჭვირვალეობის დაცვის ამოცანა კი სახელმწიფოებს აიძულებს პარტიათა დაფინანსებასთან დაკავშირებული საკითხების რეგულირება სპეციალური საკანონმდებლო ნორმის საფუძველზე განახორციელონ.
სწორედ აღნიშნულ საკითხებს შეეხება წარმოდგენილი სტატია, რომელშიც მიმოხილულია პოლიტიკური პარტიების დაფინანსების სამართლებრივ რეგულირებასთან დაკავშირებული თავისებურებები საზღვარგარეთის ქვეყნებში, განხილულ საკითხთა სპექტრი შეეხება პოლიტიკურ პარტიათა, როგორც სახელმწიფო დაფინანსების, ისე კერძო დაფინანსების სამართლებრივ რეგულირების თავისებურებების მიმოხილვას. სტატიაში ასევე განხილულია პოლიტიკურ პარტიათა საფინანსო საქმიანობის საჯაროობასა და გამჭვირვალობასთან დაკავშირებული საკითხები და ზედამხედველობისა და პასუხისმგებლობის მექანიზმები პოლიტიკურ პარტიათა საფინანსო საქმიანობაზე.
